"In my view there should be zero tolerance."I know for a fact what these victims have gone through in this case because of the lack of justice at the time.
Falling victim to someone "viewed so highly in the community ran the substantial risk that the boy would be caused confused emotional responses which were likely to cause serious problems for him either then or in later life".
The judges said that Carney should have received up to two and a half years in jail.
The men, who taught at Christ's Hospital School in Horsham, West Sussex, were told on Wednesday that they had been charged.
The alleged attacks on 15 suspected victims, both male and female, took place between 19, the Crown Prosecution Service said.
